This Report is based upon a study of proposed amendments (see Annex 1) by the State Constitutional Commission of Georgia to parts of Chapter 1, Chapter 2 and Chapter 5 (now proposed to be Chapter 6) of the Constitution of Georgia (human rights and judiciary). It is based upon a preliminary study of the constitutional history and context of Georgia, followed by a visit to Tbilisi under the auspices of the USAID-funded Promoting Rule of Law in Georgia Activity (PROLoG).
