This paper was prepared based on ongoing discussions regarding future forms of academic freedom, university autonomy, and international academic cooperation. The conference “Sustaining Academic Freedom: Ilia State University and its Academic Partnerships with Germany,” held in Essen on July 7–8, 2026—in which you also participated—was particularly significant for its development.
This working paper does not represent the official position of Ilia State University, nor does it constitute a finalized theoretical model. It is an academic work by the author and serves as an invitation to further academic discussion. Its aim is to foster dialogue on how universities, research institutes, funding organizations, and international academic partners can collaboratively strengthen academic cooperation, institutional sustainability, and epistemic autonomy within a changing political and institutional environment.
